On January 21, 2025, Rep. Owens expressed his endorsement of Penny Schwinn's appointment to work alongside Linda McMahon at the Department of Education. He described Schwinn as "a champion for school choice and putting power back in the hands of parents and states," calling her an "incredible pick." Later that day, Owens informed residents of Spring City, Mount Pleasant, and Fairview about his team's availability to assist with federal agency-related issues during Mobile Office Hours scheduled for the following day.
