He stated: "Compared to 2019: - 8th-grade reading down 8 points, math down 5. - 4th-grade reading down 5 points, math down 3." Owens attributed these declines to systemic failures in the education system and proposed that choice could be a solution.
In another tweet on the same day, Owens promoted legislation aimed at enhancing parental involvement in education. He mentioned the Educational Choice for Children Act introduced with Rep.
