On March 17, 2025, Owens announced a new initiative for Utah schools: "Learning—not scrolling—coming soon to Utah schools." He elaborated that "Utah’s new common sense cellphone ban would give students their education back—free from distractions, social media drama, and endless dopamine hits."
The following day, on March 18, 2025, Owens expressed support for changes within the Alpine School District. He stated: "Great to meet with Alpine School District leaders earlier today and hear about the upcoming split into three districts." According to him, this restructuring aims to provide "stronger representation, more resources, and better outcomes for Utah’s students."
Later on March 18, Owens highlighted the contributions of local farmers and ranchers: "Utah’s farmers and ranchers are the backbone of our state." He emphasized their role in supporting the economy and continuing a legacy of self-reliance while encouraging people to "Thank a farmer today!"
