On November 20, 2024, Owens addressed concerns regarding border security. He stated that "Tren de Aragua exploits our open border to traffic drugs, human beings, and violence through 16 states." He emphasized the impact on Americans by adding that they are "paying the price for this chaos every day" and expressed urgency with "January 20th can't come quickly enough."

The following day, November 21, 2024, Owens tweeted a brief statement advocating for financial action against an international entity: "Defund the ICC."

Later on November 21, Owens elaborated on his stance towards the International Criminal Court (ICC). He criticized it as "The ICC is a kangaroo court." Furthermore, he highlighted recent legislative efforts by stating that "The People's House passed a bill yesterday to call on all nations to join the US in combating antisemitism," referencing previous legislation aimed at sanctioning the ICC. He urged further action from the Senate to pass these bills.
